Canada Is Already Cutting Temporary Residents — Could Ottawa Go Even Further After 2027?
Canada is reducing temporary resident arrivals as it works to bring the non-permanent resident share below 5% by the end of 2027. Student and worker arrivals have already declined sharply, while Ottawa prepares its 2027–2029 Immigration Levels Plan.
